Rockstar's Mod Guidelines Just Changed the Legal Ground Under Every FiveM Server

Rockstar's September 10 mod guidelines and the same-day reissue of the FiveM/RedM license put the multiplayer layer every GTA V RP server runs on under an explicit Rockstar license — here's what actually changes for players.

On September 10, 2026, Rockstar Games published official mod guidelines covering the Grand Theft Auto and Red Dead Redemption series. The same day, Cfx reissued the FiveM/RedM Platform License Agreement — stamped "Last Updated: Sept. 10 2026" — to point at that page, with the reissued text describing Rockstar as offering "the software platforms commonly known as 'FiveM' and 'RedM'" as part of its Creator Services, subject to the agreement.

In plain terms: the multiplayer modding layer that virtually every GTA V roleplay server runs on is now explicitly licensed by Rockstar, and Rockstar has written down where multiplayer mods are allowed and where they are not.

What the guidelines say

Here is what the coverage of the published page reports, source by source:

  • Multiplayer modding is limited to the licensed platform. TweakTown reports that Rockstar's rules "limit FiveM and RedM creators to the licensed Creator Platform built around Cfx.re, so multiplayer modding is only allowed there or through other separately licensed projects." GameRiv puts the same rule another way: multiplayer modding is limited to the official Creator Platform unless a project has separately won permission — "particularly relevant to the communities surrounding FiveM and RedM."
  • Money has rules now. DigitalCitizen reports the guidelines ban crypto, loot boxes, and unapproved mod sales. GameNewsPlus adds story modifications, cross-game assets, unauthorized multiplayer mods, ports to other platforms, and gambling to the restricted list.
  • The framework's paperwork changed. Cfx's GitHub repository now states that use of FiveM and RedM is "subject to the Rockstar Games Creator Platform License Agreement" — the license the reissued September 10 document points to.
  • Players are reading it as tight. The ResetEra thread summarizing the guidelines calls the rules "extremely restrictive": no porting to other platforms, and mod monetization only through the Cfx Marketplace — which, as players in the thread note, effectively ends Patreon-style mod income.

Why it matters to players

This is the third piece of a bigger pattern this summer, not a standalone rules update:

  1. nopixel V became an official Rockstar experience. The closed beta of the roleplay server built in collaboration between Rockstar Games and NoPixel Studios started September 8, with invited players joining through the Rockstar Games Launcher — the closest thing to a first-party GTA RP product.
  2. FiveM itself moved into Rockstar's stack. FiveM for GTA V Enhanced has been live in early access since July 21, 2026, bringing roleplay servers the Enhanced Edition's modern rendering.
  3. Now the license. The September 10 guidelines and the reissued Platform License formalize the split: Rockstar's own experience on one side, and the licensed community platform on the other.

The practical takeaway for players: the restrictions target what servers and creators can build and sell, not your character or your roleplay. No crypto, no loot boxes, no unapproved paid content on the platform — the RP experience itself is untouched. If anything, the reissued agreement makes the community platform the sanctioned place to play multiplayer modded GTA, and all 12 approved servers in our GTA V / FiveM section run on it.

Where the scene is playing right now

The current trending list in the section shows where roleplay players are actually landing after a summer of platform news:

ServerTrending rankWhat it offers
NoPixel Public#1The public version of the world's most famous RP server; serious RP, whitelisted, trust score 29
BlueBird RP#2Whitelisted RP community climbing the charts
Grand RP#3Large international community with multiple language servers; light RP and economy, trust score 28
Lucid City#4Trending FourM community on the list
Transport Tycoon#5Logistics, trucking and economy simulation, trust score 27

So NoPixel Public is holding the top spot — no surprise, given its parent brand's new official status — while Transport Tycoon is proof the non-RP end of the game is still gaining: it is one of the few servers on the list built around logistics and economy rather than roleplay, and it is trending.

Beyond the top five, the rest of the approved list covers the full range of play styles: RSM Freeroam for vehicle-heavy freeroam and racing with thousands of custom cars, Eclipse RP for curated story-focused serious RP, New Day RP for structured civil and criminal play on FiveM, BadlandsRP for long-form character stories, and TwitchRP for streamer-facing, story-driven public RP. Every one of the 12 approved servers in the section has a linkable page, and the scene spans FiveM, RageMP and alt:V builds.

What to watch next

The guidelines land weeks before GTA 6, which is why the outlets covering them — from TweakTown to GameRiv — frame them as a run-up to the next generation. Two things are worth watching:

  • How server-side compliance works in practice. The reissued license binds the platform, and the platform's job is to keep listed servers inside the rules. For players, the observable signal is simpler: a server that is listed and running on FiveM is operating inside the licensed system; one that has vanished or migrated is worth a look at the section's current list before you commit to a character there.
  • The monetization channel. If mod income routes through the Cfx Marketplace as players on ResetEra understand it, the quality of what servers can afford to build — custom vehicles, story events, QoL mechanics — is now shaped by a Rockstar-governed storefront. That is a slow change, but it is the one that will actually touch gameplay over the next year.

Until then, the day-to-day math for choosing where to play has not changed: pick the style you want (serious RP, light RP, freeroam, economy), check that the server is listed and linkable, and start with the servers trending highest. The ground under all of them just got a license — and for the first time, the license is signed by the studio that owns the game.

About GTA V / FiveM Private Servers

GTA V roleplay servers run on platforms like FiveM, RageMP, and alt:V, transforming Grand Theft Auto V into a deeply immersive multiplayer roleplay experience. Players create persistent characters, choose careers ranging from police officer and paramedic to criminal and business owner, and interact in living virtual cities governed by community rules and custom scripts. Each platform has its strengths — FiveM boasts the largest server ecosystem and active developer community, while alt:V and RageMP offer different scripting environments and modding flexibility. When choosing a GTA V RP server, consider whether it uses a whitelist application process (indicating a serious roleplay environment), the size and activity of its community, the strictness of its rules, the quality of its custom jobs and economy systems, and whether the admin team enforces standards consistently. A well-run RP server creates experiences that rival any single-player game.
